🎃 Highland’s Busiest Halloween Weekend Is Here
Grab the candy bags and clear your calendar - this could be Highland’s busiest Halloween weekend of the season.
Between Friday and Sunday, there are multiple trunk or treats, a craft show, pet friendly Halloween events, and hands-on activities for kids happening around town.
Saturday is especially packed. Families can start with the Halloween Costume & Adoption Party at Hydrant Pet Center from 10 a.m.-noon, then bounce betweenen trunk or treats at America’s Antique Mall, Highland KinderCare, Life Point Church, Our Lady of Grace and Wicker Memorial Park, plus stop by Humane Indiana PAWS Resale Plus from 11 a.m.-3 p.m. for Halloween photos, treats, shopping and candy for trick-or-treaters.
Sunday keeps the fun going with Blue Top’s 15th Annual Trunk or Treat from 2-4:30 p.m., Cline Avenue Fellowship’s Trunk or Treat from 5-7 p.m., and a Halloween Costume Party at The Artist’s Den from 1-6 p.m., where kids can paint their own Halloween ceramic piece for $12 while supplies last.
Pro tip: If you’re planning to hit several events Saturday, map out your route ahead of time - there’s enough happening in a few-hour window to make an afternoon of it.

Highland’s New Master Plan Is Official + 2027 Budgets Are Set
Highland officially has a new Comprehensive Master Plan. The Town Council voted 4-0 on Oct. 12 to adopt the plan and its Thoroughfare Plan after more than a year of surveys, public input and steering committee work.
Consultant Philip Roth of American Structurepoint stressed that the plan is a guide for future decisions, not a to-do list. It does not rezone property, approve projects or commit town money. Those decisions would still come before the council separately.
The council also gave final approval to Highland’s 2027 budgets for the civil town, sanitary district and waterworks, with no resident objections filed.
The bigger concern is what comes next. The clerk-treasurer said state property tax changes are expected to reduce town revenue by about $250,000, while the Parks Department faces an estimated $612,000 gap next year.
Highland’s cash reserves can cover the difference for roughly two years, he said, but the town could face tougher budget decisions after that.
The budgets now head to the state for final review.

🏃♀️ Five in the Top 10: Highland Christian Girls Win League Cross Country Title
Highland Christian School’s girls cross country team is bringing home a league championship after placing five runners in the top 10.
Leading the way was Naomi, who finished first overall to claim the individual title.
That kind of depth is what wins cross country championships, where every runner’s finish contributes to the team score.
Congratulations to the Highland Christian runners, coaches and families on a terrific season.
